Bunnies like to forage their food, so it’s more natural to pick out the good hay and let the wasted hay be in the litter box.
Which is why I buy small bale of hay from a farmer and let my bunnies waste hay. Because they want to do it the natural way, pick out the hay they want to eat.

If interested- try this. I take a decent sized empty box or storage container and throw a bunch of hay on the bottom. I then add some dried flower & herb mix sprinkled throughout, a tablespoon of strawberry leaves or random cilantro sprigs , a dry treat broken into a few peices and a mint leaf or two hidden like prizes lol Not only is it super great enrichment for them but it’s so funny to watch them digging around in there 😂.
Edit To add.. Since I started doing this two or three times a week, She has reduced the amount of foraging from the hay rack.🙏

this is the bunny equivalent of picking at your food with your fork lol. he might just like eating it from the floor better. the upward angle of the hay rack might be awkward for their little necks.
