I think it’s fine ! As long as it is at his height and that the hay doesn’t get in his litter box. However I think the enclosure is way too small. If possible, he needs to be free roaming or have a way bigger enclosure
I was about to say it looks uncomfortable for him to get the hay. I mean it’s not the worst but could be better. If you’re able to, I would just put the hay in the litter box directly, put less and keep refilling during the day to avoid waste. There are also tons of different hay feeder you can find online or get a bit creative with bag holders for example, that you can cut, and attach as you want with zip ties.
