Just in case you are seriously asking, they need to develop the muscles to move them around. When they are kits, they “rest” one ear at the time until they do.
Our Flopsy has been that way since we got her as a lil kit. She was born and raised on a rabbit meat farm before we got her. So I think her ears are like this because she was in such a small area with all her siblings.

Is that a Holland lop? Holland lops ears are up when they are kits but eventually sag to lop form after they get a lil older.

My bunny was a half lop like this for a while and now she’s a full lop 🙂
