Trouble litter training


So I bought a rabbit from a woman about 2 weeks ago, I was told he’s a 3 year old male, and was neutered when he was 4 months old. He’s the sweetest boy ever, however he’s having a hard time using the litter box despite her telling me he’s litter trained. Which really sucks because I don’t wanna have to keep him confined to his pen all day! But I also can’t have him peeing on my carpet, I’m fine with cleaning up his poop but I don’t wanna risk him peeing on my carpet because it’d likely deeply seep through, or even dry before I can even notice it. I’ve been doing everything I can to encourage him to use his box, of course I pile his hay in it, I dab up his pee with a napkin and put it in his box, I thoroughly clean up his accidents with vinegar + water, I moved his box to one of the corners I noticed he kept peeing in, and blocked the other. But then he just started peeing in the middle! And it’s not like his litter box is too small for his liking either, because he tends to nap in it. This boy is my second bunny, my first was a female who I got when she was still only a baby, and she fully understood where to use the bathroom in 2 days! So I’m getting a bit frustrated and not really sure what to do anymore besides give him some more time… but if he doesn’t eventually improve I’m probably gonna have to surrender him, which I really really don’t wanna do.
