Foster Bunny Questions

Hi everyone! I’m new to rabbits and have been fostering a pair of Dutches. They are both girls and spayed. I’ve had them for about a month. They came from a fairly neglectful home where their enclosure was never cleaned and the owner was never home. They would just give them endless pellets and treats. One of the bunnies is pretty obese and is disabled (has a previously broken leg from the neglectful situation). When she moves around she just kind of drags it along. She has a sore hock on the normal leg and we just ordered her a little boot from Etsy for sore hocks. I think the previously broken leg and the extra weight contributes to the sore hocks.

My question is about their relationship. I know people say if they survive the night in the same place then they’re bonded but I really never see them with each other or really nice to each other. The gray and white overweight and disabled one is named Woozy. And the other black and white one is Rosie. Woozy is very dominating and will sometimes mount Rosie and will chase her off from food. Rosie is always on guard and anxious and when I close them in together to clean around the xpen Rosie will chew the metal grates of the xpen seeming to get out. I never see them fight. Sometimes I see them groom each other. Does this seem like bonded behavior? I’m worried that they’re just stressing each other out.

Last point- I’ve been really struggling with litter training. I’ve been researching and contacting the group I’m fostering with for advice but it still isn’t working well. Any advice on the overall situation would be great.
