So this has been happening my my boys butt, where the fur is really lose, Im hoping someone knows why?

A bit of context, he's about 2-3 years old, and his brother humps him a lot, idk if it's connected but I stop his brother pretty quickly so- I just want to know why his fur is like that, or is it just temporary?
