Central Bank of Libya (CBL) Governor Naji Issa met with Reserve Bank of India Governor Sanjay Malhotra on Monday to discuss strengthening banking cooperation, developing digital payment systems and financial settlements, and facilitating trade-related payments between the two countries.
The meeting took place in New Delhi on the sidelines of the SAMVAD 2026 international central banking forum, where the two officials discussed exchanging expertise in payment and settlement systems, promoting financial inclusion, and drawing on India’s experience in expanding digital financial services and modernizing banking infrastructure, according to a statement published by the CBL on Facebook.
The discussions also addressed ways to streamline banking procedures and trade-related payments to facilitate the flow of goods and services and expand economic cooperation. Bilateral trade between Libya and India reached approximately $1.33 billion in 2025.
The two governors explored opportunities for cooperation in training and capacity building in banking supervision, risk management, particularly cybersecurity risks, and artificial intelligence applications in the financial sector. They also exchanged views on monetary policy challenges and maintaining financial stability.
Both sides agreed to launch a knowledge transfer and expertise-sharing program focused on developing technological infrastructure, strengthening cybersecurity, and protecting financial systems amid rapid advances in artificial intelligence and growing cyber threats.
The program will involve sending staff from the CBL’s Information Technology and Information Security departments to India for specialized training aimed at building a qualified technical team capable of anticipating and countering cyberattacks while ensuring the security and continuity of banking services.
