How to introduce a bun sibling to a sheltered only-bun who free roams

Basically what the title says. Carl is an only child besides my hamster and some fish. I have had him for about a year since he was a child and he has been alone and free-roaming the whole time. He has his own bedroom, but he has access to the entire house pretty much 24/7 (bunny proofed). I have recently learned more about how much rabbits seem to need a companion, but I fear Carl will be difficult to bond. I have taken him speed dating, but he was terrified of the other buns and would run to me and bury his head in my armpit. The manager of the rescue told me she has never seen a bunny be so codependent with their owner 😭😭. How do I go about bonding a scared, socially anxious bunny who also will not tolerate being kept in a pen 24/7? I know I need to keep the buns separated at first, but I can’t really figure out how to do that while still giving Carl his freedom.
