Territorial behaviour from 12 week old rabbit

I'm not necessarily looking for advice, though any insight on this situation might be interesting! Arthur is still a baby and nearing puberty, so mischief is only expexted.

I've had Arthur for 4 weeks now, and we're already very close! He lets me handle him alright, and any discipline I give him doesn't make him fret. He just moves on after I redirect him.

I'm Arthur's main caregiver, and his cage is in my room. I feed him, I pet him. He doesn't do any aggressive or territorial behaviours towards me, but others can't say the same thing.

Twice now, Arthur has peed on my sister! Also, we have a cat and he's started charging at him. He doesn't bite, just charges with his ears pinned back. This mostly happens in my room, where our cat likes to hang out with me. Don't worry, I won't allow them in the same space anymore.

This is mostly just to share my experience with a young rabbit, but if you can explain any dynamics happening here, I'd be interested in hearing!:)
