I was petting him and felt something hard and checked it out and found this, do I need to bring him to the vet or will it go away on its own?

I was wondering if this is like just a small scab form something and will go away or is it something like Ingrown hair? I'm worried and wanted to check before potentially going to the vet and waisting a bunch of money over something small that doesn't need the vet.
